Types of appropriations bills
The bill contains $34.4 billion for defense health and family programs. That number is $764 million above the budget request. The bill provides $359 million for cancer research, $125 million for traumatic brain injury and psychological health research and $287 million for sexual assault prevention and response.
The method for funding federal programs can seem extremely convoluted to the casual observer. It references jargon unique not just to Congress, but to budget and appropriations procedures as well. The process is expected to follow a rigid calendar and series of procedures, but those deadlines and procedures are rarely followed. The complexity and apparent randomness of federal funding decisions can be terribly frustrating, as these funds are an increasingly large source of support to American higher education.

It also funds $445 million for 25 miles of “primary pedestrian levee fencing” along the southwest border in the Rio Grande Valley Sector, as well as an additional $196 million for fencing along the same border. White House budget director Mick Mulvaney indicated this would be an additional eight miles, less than the 32 miles the White House requested.

The bill now has to be approved by the Senate, where it needs 60 votes to avoid a filibuster. Democrats have sufficient votes there to block the legislation. If no agreement is reached by Saturday, the federal government is poised to shut down. It will leave many federal workers on furlough and only “essential” functions of the government, including the military, will operate. The last time the government shut down was 2013 and it lasted 16 days.
